CHICAGO (CBS) — A new report reveals plans to keep residents and dignitaries safe during the NATO Summit include a no-fly zone, with a shoot-to-kill mandate for those who break the ban.

As CBS 2’s Susanna Song reports, the government is warning small plane pilots that if they enter the no-fly zone during the summit, they may be shot down.

This is no joke. It will be enforced for May 19 to May 21.

The flight advisory was issued by the Federal Aviation Administration. The advisory bans non-commercial aircraft from flying within 10 nautical miles of downtown Chicago and below 18,000 feet.

A nautical mile is about one minute of arc of latitude along any meridian. It amounts to 1,852 meters, or about 1.15078 standard miles.

“The United States Government may use deadly force against the airborne aircraft, if it is determined that the aircraft poses an imminent security threat,” the advisory says. “Be advised that noncompliance with the published (notice to airmen) may result in the use of force.”

The advisory says lesser violations by airmen might result in civil penalties and the suspension of airmen certificates, as well as criminal charges.

The only aircraft allowed to fly within the restricted area include regularly-scheduled commercial passenger and cargo carriers, police, and military planes supporting the Secret Service.

This no-fly zone is not new. It has been enforced in Chicago for presidential visits, and also after the Sept. 11, 2001, attacks because of terrorism-related concerns.

Meanwhile, downtown residents are hoping to get some answers to important questions about the summit at a meeting Wednesday evening, as more and more business and restaurant owners downtown expressing concerns.

The meeting is set for 6 p.m. Wednesday at the Ritz-Carlton, 160 E. Pearson St.

The Transportation and Security Administration has installed about 640 full-body millimeter wave and X-ray backscatter scanners at 65 airports as of January. Those who object to the full-body scans are subject to enhanced pat-downs and extremely invasive manual checks. Statement From Antonio Buehler:

On January 1st, 2012 sometime between 1:00 am
and 1:30 am, I was driving my friend home from
a New Years Eve party. I was the designated
driver and was sober. We pulled into the 7-11 on
Lamar & West 10th in Austin TX to get gas, and
we saw ourselves near a car that was pulled over
with two police cruisers behind it. A black woman
was being given a field sobriety test in the cold.
She seemed to be getting bossed around by the
cops, and we both took notice. They had her doing
the heel to toe test in high heels. In the passenger
seat was a young Hispanic lady who appeared to
be on her phone.
She was doing nothing aggressive.

As we finished pumping gas, a cop had gone over
to the passenger side door and opened it.
Soon after we heard a terrible scream and watched
in horror as the very built cop started yanking this
poor girl from the car. The other cop came up
and joined in on the abuse.

My friend and I stayed within two arms lengths of
the truck, and tried to take pictures and yelled at the
cops to stop assaulting the girl.

After that, one cop came up to me yelling at me and
asking why I was taking pictures. I said it was my
right in public, and he pushed me into the truck and
started yelling in my face. I asked him why he
pushed me, I put up my arms to show I wasn’t a
threat, told him to get out of my face, and that I had
done nothing illegal. He then grabbed my arm, and
pinned me against the truck, at which time
he claimed I “spit” on him.

They arrested me, claimed it was for “interfering
with an investigation”. By the time I got to their
truck, it was a DUI and they made me blow. It didn’t
register, and by the time I got to jail it was then a
“felony harassment” and a “resisting arrest” charge.

The woman was arrested for “public intoxication”.
The cops said that she was interfering with their DUI
investigation because she yelled to her friend not to
submit to any tests. Interestingly, neither of us was
charged with interfering in an investigation.

The protesters had earlier on Wednesday marched to Prime Minister Sheikh Nasser Mohammad al-Ahmad Al-Sabah’s home to demand his resignation, an opposition MP said, but police used batons to prevent them.

The police were once conceived to be a citizen force created to serve and protect the public. Today however, the police have been militarized and view the populace as enemy combatants, as threats to their well being. The police, like our Armed Forces, are well trained, disciplined and exceptionally talented. They follow a chain of command and are increasingly apprenticed into a culture of institutional conformity. Because America has always affirmed the right of dissent, the role of the police is to keep the peace. They are trained to enter the protesting arena as unfeeling protectors of property and people. What has changed in our time is that the police are entering the arena of protest as agents of provocation. They push and shove at will, they ride their bicycles up the backs of protesters, they engage in verbal abuse. Their commanders allow this breach of discipline. Their comrades silently condone the bullying. The police become the agitators encouraging violence. It is as if they are spoiling for a fight — a fight mind you against the citizenry, against the youth, the unemployed, and those who are trying to return America back to its promise, and dare I say it, return America to its covenant with God, “we hold these truths to be self evident …”
